As the Manager of Certificates and Modernization, you will guide a team of professionals responsible for all FERC regulated interstate pipelines and storage facilities under Transmission and Gulf of Mexico. You will lead all aspects of the preparation and filing of certificate applications for major expansion projects and abandonments, prior notice applications, annual blanket and 2.55(b) reports and various certificate related filings. You will support efforts to modernize the transmission facilities, included tracking and filing applications. Knowledge of FERC regulatory processes and regulations paired with strong communication skills and experienced judgment are keys to success!

Responsibilities/Expectations:
  • Develops and implements strategy for certificate/compliance filings
  • Oversees the preparation and filing of certificate applications for major expansion projects and abandonments, prior notice certificate applications, annual blanket certificate reports to FERC and various other certificate related filings
  • Coordinates responses to regulatory agencies requirements/data requests
  • Ensures contracts and facility agreements are in compliance with regulatory rulings and regulations
  • Communicates with internal and external partners
  • Manages approval process for various project work orders by deciding which FERC authority (e.g. blanket automatic, prior notice, Section 7) governs the construction of a particular project
  • Coordinates extensively with departments such as business development, engineering, legal and environmental to gather and review information and exhibits to be included in FERC certificate filings and various FERC reports
  • Formulates and coordinates responses to regulatory agencies' requirements on certificate and tariff matters; ensures compliance with regulatory rulings and regulations, including the identification of the appropriate regulatory authority under which various pipeline projects may be constructed
  • Develops and implements departmental policies, procedures, budgets and staffing requirements to meet company objectives
  • Other duties as assigned
Education/Years of Experience:
  • Required: Bachelor's degree in finance, accounting or business and minimum eight (8) years experience
  • Preferred: Master's degree in Business Administration
Other Requirements:
  • Demonstrates excellent organizational/interpersonal skills and safety as the utmost priority
  • Proficiency in Microsoft Office Application and PC skills
  • Possesses extensive knowledge of FERC regulatory process and regulations
  • Ability to manage a diverse range of complex assignments requiring use of experience, innovation, and judgement
  • Preferred: Direct experience in an interstate regulatory area
  • Preferred: Previous experience interpreting and modifying tariff language and commercial contracts
