The following employment opportunity is available with the Town of Stonington.

Fiscal Assistant

Stonington Town Hall Full-time union position.

This position is fiscally related work of moderate complexity.
Working within clearly established accounting systems and procedures, the employee of this class exercises considerable independent judgment to document and record financial transactions. Work includes the preparation of a variety of reports and the operation ofa computer terminal and auxiliary electronic equipment.
Representative assignments in this class include the accounts payable function; payroll processing; the billing, collection and recording o[ various revenues; and related activities. Work is performed under general supervision, and verified in accordance with departmental procedures.

Plans and organizes work according to standard oflice procedures. Prepares and types/keys routine correspondence. Provides backup support to other staff as required.
Fields questions from citizens, vendors, attorneys, employees regarding policies and procedures.
Collects time records form departments, and tracks personal, vacation and compensatory time usage. Oversees wage garnishments and related procedures. Prepares payroll data for electronic transmission to payroll seruices contractor.
Distributes payroll checks and performs related accounting control and posting procedures.
Prepares monthly retirement fund report and payroll reconciliation. Participates in year-end close out and turn around procedures, and the processing and distritrution of IRS Form W-2.
Records all accounts receivable for Town by fund, preparing deposits and transmittals and posting receipt information to day books, Sets up and maintains revenue files, adjusting entry files and fund accounting journal entry files for all funds. Also enters expenditures into day books for each fund on a weekly basis. Balances day books monthly, reconciling to bank statements and running trial balances.
Maintains central stores of custodial and office supplies. Prepares bid requirements and inventory projections. Coordinates bidding with Board of Education. Develops and maintains computerized tracking of inventory and requisitions. Maintains vendor bid list. Provides cost comparison of purchased goods.
Encumbers blanket purchase orders. Verifies, processes, logs and schedules invoices for payment.
Performs related computerized accounting, budget control and check preparation procedures. Distributes checks to vendors and files documents.
Maintains oversight of current gasoline and fuel prices quoted in daily newspaper. Prepares monthly budget status reports for departments, and updates asset inventory and other files. Participates in year-end close out and turn around procedures, and tlie processing and distribution of IRS From 1099.
Interfaces with computer support contractor regarding the running of property tax bills. Prepares sewer assessment bills using computerized system, and performs supplemental tax billing throughout year. Assists in the mailing of both property tax and sewer assessment bills. Updates and reconciles records to reflect changes. Calculates amortization schedules for new sewer assessment accounts.
Receives, verifies and records property tax and sewer assessment payments over the counter and by mail, making corrections as necessary. Prepares reports of receipts and bank deposits. Balances and reconciles Rate Books and checkbooks. Interfaces with banks to insure proper processing of escrow amounts.
Assists taxpayers in arranging payment plans as needed. Prepares delinquent notices, tax lien notices and information for tax sales. Assigns, trains and leads seasonal clerical staff Assumes responsibility for Tax collector's Office during absences.
Administers all sewer use accounts, preparing and mailing bills, and collecting, adjusting and recording payments. Interacts with water companies to obtain billing information. Prepares repo(s of receipts and transmits deposits. Responsible for administering delinquent account procedures, sending notices of liens and penalties, and tracking payments. Prepares various reports of financial transactions.

Performs related work as required.

Graduation from high school including or supplemented by courses in accounting and business subjects plus your years of relevant experience including experience with computerized accounting systems; or an Associate's degree in a business field and two years related experience; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills:

Considerable knowledge of clerical accounting procedures and techniques.
Knowledge of modern office procedures and office equipment.
Knowledge of the special laws, regulations and technical terminology pertaining to assigned work.
Skill in the use of a computer terminal or personal computer for word processing, database and spreadsheet applications.
Skill in following oral and written instructions.
Ability to organize and express thoughts and ideas through both oral and written communications.
Ability to perform mathematical calculations quickly and accurately.
Ability to establish and maintain effective working relationships with the public, Town officials, other departments and agencies, and office staff.
