Purpose: This position will serve to meet the training and exercise needs of the REDi HCC, serving the healthcare system in and around the 19 counties and 4 tribal nations of eastern Washington. Primary partners will include healthcare partners, public health, emergency management, and emergency medical services. This position will be responsible for the development and implementation of the training and exercise program for the HCC. This position will be involved in the coordination and planning efforts to support REDi HCC response including development, implementation and coordination of plans and standard operating procedures for an effective health care system response to any incident or event impacting the region.
- Training: Conduct and participate in training assessments and/or training and exercise planning workshops to identify needs of REDi HCC partners. Identify training gaps and develop an HCC multi-year training plan based the 2017-2022 Health Care Preparedness and Response Capabilities. Identify and incorporate other training needs based on lessons learned from exercises or response, grant requirements, accreditation requirements, and other needs identified. Responsible for training activities including vendor or subject matter expert identification and coordination, registration process, marketing, and evaluation. Explore various modalities (online, in-person, video training, etc.) to meet the needs of partners and staff. Identify and distribute training opportunities to HCC partners. Work in conjunction with other training personnel and training groups to improve the capability of health care workers and facilities to respond to any type of emergency or incident affecting healthcare system operations in the region.
- Exercise: Working with HCC partners, coordinate exercise planning and conduct for REDi HCC. Create exercise plan for REDi HCC based on health care capabilities, exercise and grant requirements and performance measures identified by Assistant Secretary for Preparedness & Response and Department of Health grant documents. Exercise activities will be coordinated with local county entities such as emergency management, health care facilities, public health, and emergency medical services. Activities include planning exercise objectives, identifying participating partners, identifying venue and modality, providing logistics and documentation to support exercise conduct, marketing of exercise opportunities, facilitating exercise play, conducting after action review and creation of report and improvement plan. Participating in exercise planning groups with local, regional, and state partners. Provide follow up as necessary on improvement plan items to encourage completion.
- Coordination and Plans: Contribute to development of REDi HCC Coordination & Response Planning processes. Responsible for coordination of training and exercise needed to support HCC preparedness and response plans. Work with key stakeholders in identifying planning elements that require additional training or exercising of concepts of the plan. Work to ensure all key partners are trained to the plan and conduct exercises to identify any gaps. Assist team in incorporating any planning improvement plan items from exercises or real-world events into periodic revisions.
- Response: Coordinates response between healthcare entities, REDi and other response partners to meet the needs of the healthcare system. Serve in Incident Command position, or support position, during responses, and may act as an agency representative on-scene at an incident, or at a county or state Emergency Operations Center. Conducts situational awareness activities, resource coordination and other HCC response activities including. Communicates HCC role in incident response and develops strategies and tactics to support objectives during response. Serve as HCC duty officer according to scheduled rotation. Assess and triage partner needs to determine response actions. Activates HCC response according to plan and as incident warrants. Document strengths and corrective actions through creation of an After-Action Report and Improvement Plan.
- Additional Program Activities: Participate in strategic planning process, development of program work plan and statement of work submission. Completes DOH grant activities as assigned and mid-year and end of year reporting requirements. Complete federal reporting requirements & requests. Participate in HCC capability assessment. Participates in quality improvement efforts and program evaluation. Attend meetings, trainings, and conferences to enhance program and personal development. Complete other work as assigned.
Required Minimum Qualifications:
- A Bachelor’s degree in a field directly related to the individual position. (e.g., Emergency Management, Health Care, Safety & Security field, First Responder field, Public Health, etc.).
- An equivalent combination of education and experience may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.
- Three years of directly related experience in health care, emergency management, agency or incident response, safety & security, etc.

Required Licensure/Certifications:
- Individual must have valid motor vehicle license or the ability to access multiple sites in a timely manner across all eastern Washington.
Required Immunizations:
- MMR (Measles, Mumps and Rubella)
- Tdap (Tetanus, Diphtheria, Pertussis)
- Influenza
- Varicella (Chicken Pox)
Knowledge, Skills and Abilities:
- Knowledge of Microsoft Office 365 Products such as Word, Excel, Access, SharePoint, OneNote, and the ability to learn other software and systems used by HCC.
- Prefer knowledge of National Incident Management System and Incident Command System principles.
- Prefer knowledge of healthcare community and understand priorities and influencing conditions.
- Prefer knowledge of agency or community response processes.
- Prefer knowledge of training and exercise techniques and conduct.
- Exceptional customer service skills to ensure the program meets the needs of the healthcare community and partners.
- Competency in Microsoft products and ability to quickly learn new technology programs is required.
- Ability to plan, implement, and evaluate projects, independently.
- Ability to build and foster collaborative relationships across a wide range of organizational levels and disciplines.
- Project management skills with the ability to handle multiple projects simultaneously and prioritize effectively with competing deadlines and time constraints.
- Ability to build and maintain good working relationships with staff, stakeholders, and partners and facilitate teams or workgroups to work toward common goals.
- Decision making skills and ability to be flexible to changing circumstances and adjust course of action as appropriate.
- Ability to travel across eastern Washington to various partner meetings and locations and occasional travel to state meetings or conferences.
- Ability to serve as on-call duty officer on a rotating basis.
- Ability to effectively design and conduct trainings and exercises preferred.
- Ability to utilize Incident Command System (ICS), Homeland Security Exercise and Evaluation Program (HSEEP).
- Ability to handle stressful response situations, maintaining composure to be able to meet the needs of partners.
- Ability to develop and maintain strong working relationships with participating health care organizations and partners including public health, emergency management, and emergency medical services.
- Ability to work independently with minimal supervision and self-motivated to meet program goals.
- Project management knowledge and skills, ability to manage multiple projects simultaneously and meet project timelines.
- Master Exercise Practitioner (MEP) training preferred.
- Business writing skills.
- Collaborative skills to bring stakeholders together to accomplish common goals and manage multiple viewpoints.
