Job: 138 Health Specialist I & Chemical Dependency Professional

1 Full time opening in Treatment Services. 


  • Provides chemical dependency counseling and case management services to patients on the Opioid Treatment program.
  •  Maintains patient files in compliance with County, State and Federal regulations. 
  • Assists in the operation of the Opioid Treatment program dosing clinic, with a Saturday rotation.
  • This position will also coordinate services with individuals who are currently residing in Spokane County Detention.

Major responsibilities:

  • Provide individual and group counseling services to Opioid Treatment Program (OTP) individuals and their families, including education on substance use disorders, relapse prevention, bloodborne pathogens, Tuberculosis, emotional, physical and sexual abuse, nicotine disorder, and the impact of substance use during pregnancy, and family planning.
  • Support OTP individuals in creating Individual Service Plans based on individual needs and assessments.
  • Must contain measurable goals and objectives, or both, and interventions.
  • Must be initiated at the first individual session following the assessment, and quarterly thereafter.
  • Provide case management services to OTP individuals (to include, but not limited to housing, transportation, CPS, legal concerns, childcare, and other services as needed).
  • Maintain updated documentation and reporting of status as appropriate.
  • Attend team meetings, and any community based collaborative meetings to support individual recovery efforts, as well as network with community providers to provide knowledge and education in order to destigmatize opioid use disorder (OUD).
  • Conduct in person Substance use disorder assessments documenting an age appropriate strengths-based psychosocial assessment that considers current needs and the patients' relevant history according to best practices.  
  • The appropriate level of care will be determined, and treatment recommendations will be documented and discussed with the OTP individual. 
  • An assessment of any risk of harm to self and others (i.e., suicide, homicide and a history of self-harm) including a referral for provision of emergency/crisis services will be made if indicated.
  • Participate in multidisciplinary treatment team meetings, Continuing Care Team meetings, and OTP individual case staffing meetings, to provide a holistic approach of therapeutic treatment in order to advocate for the best evidence-based treatment services each individual may need.
  • Provide oversight of clinic waiting area ensuring a safe environment, supportive of program objectives as needed. 
  • Monitor Urinalysis/Breath Analysis (UA/BA) as needed and assist with other OTP individual needs.
  • Maintains record-keeping systems for OTP individuals through Electronic Health Records (MyEvolv), UA laboratory (Cordant/Sentry), and county contracted systems.
  • Including case management, individual sessions, interventions, authorizations, increase and decrease of levels of care, behavioral contracts and agreements etc.
  • Provides Community Education Presentations as requested.
  • Participates in educational offerings to enhance the treatment program.
  • Participates in the coordination, preparation and facilitation of the quarterly Individual Appreciation Day, as well as actively engages in the Individual Incentive Program.
  • Acts as liaison with the community physicians, hospitals, health care providers, Spokane County Detention Services and social services regarding the needs of Opioid Treatment Program individuals.
  • Participate in Quality Improvement and Logic Models for program evaluation.
  • Maintain HIPAA and 42 C.F.R. Part 2 Confidentiality.

Required Minimum Qualifications:

  • Bachelor’s degree in Alcohol/Drug Studies, Social Work, Public Health or closely related field.
  • An equivalent combination of education, experience, and professional certification may be considered provided the individual's background demonstrates the knowledge, skills and abilities required for the position.
  • Two (2) years of previous assessment and/or counseling experience in the substance abuse field or related program field.

Required Licenses/Certifications:

  • Active valid license to practice as a Chemical Dependency Professional (CDP) in the State of Washington

Required Immunizations:

  • MMR (Measles, Mumps, Rubella)
  • Tdap (Tetanus, Diphtheria, Pertussis)
  • Varicella (Chicken Pox)
  • Hepatitis B
  • Influenza

Knowledge, Skills and Abilities:

  • Ability to deal calmly with stressful situations

  • Knowledge of Federal guidelines and State regulations for Opioid Treatment Program
  • Ability to maintain therapeutic relationships on an ongoing basis
  • Ability to communicate professionally with external agencies
  • Working knowledge of Microsoft Office including Word, Excel, and Outlook.  

Environmental Factors:

  • Indoors, sedentary with 8 hours/day sitting or standing
