Human Services Adult Protection/Child Welfare Supervisor

POSITION OVERVIEW:
Provides supervision and support to Adult Protection/Child Welfare Staff, to include working supervisor responsibilities such as conducting investigations, interviews and direct case work and support. Provide effective management of an assigned caseload. Participate in daily child welfare duties to include but not limited to attending Red Teams, case staff meetings and provide support, provide child welfare intake duties to include weekly full-day child welfare phone coverage, respond to child welfare and adult protection inquiries, Trails & Hotline support, data entry, etc. Make day to day decisions regarding child welfare and adult protection matters. Provide on-call response and respond to emergency situations during and after working hours when on call. Complete juvenile intake screening process for adolescents who have been arrested, taking into consideration community safety and least restrictive placement options. Coordinate with District SB-94 coordinator in regard to juvenile case planning. Attend and testify at court hearing, confer with attorneys, children/adolescents, parents, witnesses and significant others in regard to legal proceedings. Lead Child Protection Team and Adult Protection Team meetings. Represent Routt County on the School Attendance Review Board (SARB).

QUALIFICATIONS:

  • Minimum of a Bachelor’s Degree is required.
  • Experience working in the field and a working knowledge of child welfare and adult protection.


ESSENTIAL FUNCTIONS:

  • Facilitate child welfare family meetings.
  • Maintain a working knowledge of Volume 7 and Children’s Code and Rules.
  • Completing SAFE home studies, assist in recruitment and certification of foster families and foster adopt-families for the county.
  • Interstate Compact on the Placement of Children (ICPC) liaison for Routt County. Duties include receiving, processing initial requests, data entry, case management as it relates to the ICPC process and oversight of ICPC to ensure process and procedure are done in accordance to rule and regulation.
  • Prepare fiscal reports, ensure data entry of child welfare and adult program billing while monitoring fiscal spending. Oversee all prevention cases (PA3). Complete Core Contracts to include data entry of contracts.
  • Maintain database system, TRAILS, Modernization and CAPS.
  • Participate in state reviews and audits for Routt County child welfare and adult protection. Prepare files as necessary for reviews.

TECHNICAL SKILLS:

  • Maintain a working knowledge of Volume 7, Children’s Code and Adult Protection Statues and Rules.
  • Proficiency with TRAILS-Legacy and Modernization (database system).
  • Knowledge of caseworker principals, methods and techniques of crisis intervention.
  • Knowledge of abuse/neglect dynamics.
  • Knowledge and acceptance of concurrent and expedited permanency planning with placement cases.
  • Knowledge of the Juvenile justice system and Senate Bill 94, Juvenile justice system, county procedures processes in determining eligibility of services and the scope of services to be delivered.
  • Knowledge of funding sources and budget.
  • Knowledge of all areas of child welfare, adult protection, fiscal resources, county policies, court processes, ICPC, community resources. 
  • Apply leadership skills to supervise team.
  • Share knowledge that allows for growth of others.
  • Building relationships with community partners and agencies.
  • Understanding multiple complex database systems and problem solve issues within the data system.
  • Client centered, strength based.
  • Experience in the field of child welfare, adult protection, state, county and federal mandates.
  • Use learned strategies for supervising the child welfare team. 
  • Effective time management. 

OTHER REQUIREMENTS:

  • Valid Colorado Driver’s License
  • CBI and FBI Background Screen 
  • Screening through child abuse and neglect database (Trails)
