Child Support Legal Technician
Child Support Applicants with a background in any of the following will be highly competitive: Bookkeeping, paralegal, creating documents, ability to comprehend complex individual and business tax returns.
POSITION OVERVIEW:
Responsible for all phases of the child support enforcement program. Performs non-routine and complex technical legal duties in the Child Support Services Unit. Must independently manage any assigned Child Support Enforcement caseload; this is accomplished by locating each parent, establishing paternity and support obligations, and enforcing those obligations. Applicants with a strong background in any of the following will be highly competitive: bookkeeping, paralegal experience/creating legal documents and knowledge of the legal system, ability to comprehend complex individual and business tax returns.

QUALIFICATIONS:
- Completion of two years of college or paralegal education and three to five years full-time experience appropriate to the position is required.
- One year must be a journey level and must be specifically related to the position.
- A bachelor’s degree in a field appropriate to the position may substitute for two years of experience excluding the one-year journey level experience.
ESSENTIAL FUNCTIONS:
- Assist the public by answering questions and providing general program information that requires some interpretation of policies and regulations via telephone, written correspondence or in person.
- Interview clients and/or attorneys to obtain general information about the absent parent including demographics, income and assets. Obtain further information utilizing existing resources to locate absent parent.
- Interview clients and/or attorneys to obtain complex situational case details regarding specific legal information.
- Initiate and receive communications, both written and verbal, to and from clients, district courts, attorneys, other child support units, public and private agencies.
- Review and research information provided by clients and conduct legal and court related research on judicial systems, state databases collaborate with other jurisdictions and partner agencies to determine payment and legal case history and exercise professional judgment in taking appropriate case actions.
- Coordinate location, paternity and support establishment, enforcement, bookkeeping functions, and finalize cases before court processing.
- Prepare complex legal documents for Attorney use in court hearings and follow up on additional required document processing. Assist the IV-D Attorney at court hearings and testify when needed. Discuss irregular or difficult cases with the IV-D Attorney.
- Negotiate, issue and execute Administrative Orders, stipulations, judicial orders, judgments, and liens (real and personal property).
- Implement intricate regulatory compliance actions on state and federal level policies and procedures.
- Analyze financial affidavits and tax returns.
- Negotiate payment arrangements and legal settlements with involved parties.
- Monitor payments from obligated parties and follow up with appropriate measures related to payment collection or distribution.
- Perform complex bookkeeping functions via creating, reconciling and adjusting ledgers.
- Execute complex data entry through multiple County and state computer systems requiring detailed, specific program knowledge while maintaining database system with court order and financial payment information.
- Arrange genetic testing for paternity establishment.
- Provide inter-County and community referral services as customer need is determined.
- Provide backup assistance for other caseworkers as required. Adhere to confidentiality guidelines and appropriate release of information.
TECHNICAL SKILLS:
- Knowledge of court procedures, documents, legal terminology, methods of collection and enforcement, i.e., garnishments, liens, income assignments, intercepts, credit reporting and driver’s license suspension.
- Ability to research applicable statutes.
- Knowledge of eligibility criteria and TANF rules and regulations.
- Proficient word processing and computer skills in Microsoft Office Products including Word, Excel and Outlook, as well as navigating a Windows based computer system and the Internet.
- Ability to gather documentation, determine best methods to locate absent parents, establish paternity and enforce child support payments.
- Ability to analyze information and financial data to arrange payments and prepare cases.
- Excellent written, electronic and verbal communication skills including the ability to prepare correspondence and written information on cases.
- Strong organization and time management skills including the ability to organize workload and objectives.
- Ability to coordinate various child support functions.
- Skills in interviewing, obtaining sensitive information, and negotiating settlements.
- Ability to work effectively with other employers, clients, attorneys, law enforcement, and the public.
OTHER REQUIREMENTS:
- Valid Colorado Driver’s License
- CBI and FBI Background Screen
- Screening through child abuse and neglect database (Trails)
