Property Transfer Technician
Pitkin County Assessor's Office is seeking a Property Transfer Technician.

SUMMARY:
Under minimal supervision, administers all processes in the management of Assessor’s office files, databases, and systems related to title conveyance for real and residential personal property; knowledge of State of Colorado taxation laws, statutes, and deadlines. First contact with public to educate and instruct on valuation practices and the rules set by the State of Colorado Division of Property Taxation. Interprets Colorado Revised Statutes with regard to title conveyance, valuation of property, and responsibilities of the Assessor. Performs routine administrative tasks in Assessor’s office as needed. Performs other duties as assigned.

Essential duties and responsibilities may include, but are not limited to, the following:
Reviews and analyzes all documents recorded at County Clerk’s Office to determine if they require administration by the Assessors’ Office.
Pulls and prints plats for lot splits, subdivisions, condominium complexes, 1041 reviews, and surveys; creates master files containing regulations, resolutions, deed restrictions, easements, and amendments; assists in creating new parcels by coordinating with GIS department; records data in assessor software.
Maintains the name and mailing address of the tax roll; confirms legal descriptions and ownership; researches title ownership history; conveys property and processes transfer declarations.
Pre-Verifies all property sales to determine if they are qualified to be used as comparable sales for the appraisal staff in their sales analysis to support the Appraisal process.
Initiate the legal documents for purging titles and movement of manufactured homes according to state law; processes the mobile home authentication forms and verifies ownership with the Department of Motor Vehicles with regard to the purchase of a manufactured home.
First contact for public at the front counter responding to questions; educating public on assessor software and website usage; answering questions regarding State of Colorado laws, rules and statutes,
Performs administrative duties of the office including report writing, processing payments for various services and coding accounts payable for budget purposes; prepares state mandated mailings and all correspondence of the assessor; orders and tracks all office supplies.
Greets, directs and responds to public inquiries in person or over the phone; handles correspondence into and out of the department.
Interacts and cooperates with agencies within and outside of governments.
Assists and responds to information requests with other City and County Departments.
Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and all County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
Maintains regular and reliable attendance.
MINIMUM QUALIFICATIONS:
Education and Experience:
High school diploma or GED equivalent; AND one year of administrative support experience, preferably in an Assessor’s office; OR an equivalent combination of education, training, and experience.

ADM927-Advanced Title Conveyance
ADM635- Manufactured Homes
ADM949-Ownership, Legal Descriptions, Mapping
Within 3 years of employment a passing grade and completion of:
ADM945-Abatements
ADM605-Assessment Administration
ADM705-Assessment Administration (includes certification)
ADM917-Abstract of Assessment and Certification of Values.
Required Licenses or Certifications:
Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.
KNOWLEDGE AND SKILLS:
Knowledge of:
Professional and technical writing methods and practices.
Local, State, and Federal statues surrounding property transfer
Record keeping, report preparation, filing methods and records management techniques.
Excellent customer service techniques.
Documents recorded with the Pitkin County Clerk and Recorder's office making sure required signatures, legal descriptions, and acknowledgements are (accurate) in place.
Process and protocols to deliver the chain of title for all properties recorded.
