The County of Esmeralda is inviting statements of qualification for Project Administrator with grant writing and grant administrator experience to write and administer grants from various funding agencies including but not limited to CDBG, USDA, EPA. Experience with Public Works as well as Bids & Labor Requirements beneficial. Candidate has the ability to manage projects, including public works projects, through completion for Esmeralda County. This is an independent contractor position. The County desires to select the best qualified person / firm through the Request for Qualifications process. It is anticipated that from this solicitation a fixed rate contract will be negotiated.
All qualifications will be evaluated on the following criteria:
1. The specialized experience and professional competence of the respondent and its personnel in relation to service requested
2. Experience with multiple funding sources.
Skills/Responsibilities include but are not limited to:
1. Seek funding for these projects from a variety of grant sources.
2. Perform all necessary work to procure grant funds. ie: application preparation, project presentation to approval committees
3. Ensure compliance with all grant requirements. Including preparation of scope of work, requirements for selection of engineer(s) and contractor(s), conduct audits for compliance by contractor(s), maintain accurate and complete records, attend financial audit(s)
4. Coordinate the payment of all vouchers between the contractor(s), funding agency, and Esmeralda County.
5. Supervise project engineer(s) and contractor(s).
6. Communicate project requirements, and activities to all parties involved. Typically Esmeralda County, funding agency, contractor(s), and engineer.

8. Report to the Esmeralda County Board of Commissioners on the status of projects, and advise the board of action(s) required
9. Responsible for preparation of all contract documents, including Public Works Forms
10. Responsible for certified payroll and other public works requirements.
Esmeralda County Commissioners will interview person / Firm submitting RFQ.
The person / firm will be notified as to the time and date of the interviews.

1. Name, address and brief history of Person / Firm
2. Resumes of key personnel who would be assigned to this project
3. The availability of person to perform the work
4. Related experience to include:
a. Other projects that are similar in scope of work
b. Provide the names of at least three (3) recent or current projects
5. You are invited to include information not listed above, if you feel it may be useful and applicable.
Prospective Person / Firms are advised that no obligation or commitment will be incurred by the County in soliciting this request for qualification. It is the intention that the County, after appropriate evaluations and interviews, will select the best qualified person / firm and enter into agreement for such services to complete the scope of work.
