What We Offer 
The County of Ventura offers an attractive compensation and benefits package that includes:
 

  • A general salary increase of 4.0% effective December 24, 2023 and 3.5% effective December 22, 2024.
  • New Hire/Retention/Referral Incentive: New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of the Management Resolution (Secs. 625 – 627)
  • Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a graduate degree.
  • Annual Leave Redemption: The option to cash out up to 100 hours of total 208 hours of Annual Leave accrued per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.  
  • Deferred Compensation:  Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
  • Health Plans: You are afforded a flexible credit allowance of up to $21,450 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
  • Flexible Spending Accounts:  Pre-tax benefit towards eligible medical, dental, and vision care expenses.
  • Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS. 
  • Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
  • Holidays: 12 paid days per year which includes a scheduled floating holiday.

Ventura County is a "general law" county, governed by a five-member, elected-by-district Board of Supervisors. The Board appoints a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction. County operations have an operating budget of approximately $2.7 billion.   

The Position
Under general direction, provides labor relations support and acts as Agency liaison in the areas of discipline and grievances; conducting investigations; review and interpretation of collective bargaining agreements; and other work as required within the County Executive Office.
 
The Ideal Candidate 
Will be an experienced labor relations professional who is self-motivated with an aptitude for independent judgment, and a critical thinker with proven ability to take charge of multiple projects at the same time and see them through to completion.  Experience performing generalist and/or specialist analytical labor relations work in a unionized environment is highly desired.  Performing such duties in a civil service environment is desired. The successful candidate for this position will enjoy working in a very fast-paced, dynamic environment, have the proven ability to collaborate with various groups.

APPROXIMATE SALARY: 
Personnel Analyst II:  $3,327.88 - $4,659.49 biweekly
Personnel Analyst III:  $4,103.64 - $5,745.66 biweekly

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department. 

Personnel Analyst II/III are Management classifications and are not eligible for overtime compensation.
 
The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies for this position or similar positions only. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to:

  • Conducts investigations of alleged misconduct, poor performance, unfair labor practices, and allegations of illegal discrimination;
  • Acts as Labor Relations liaison for agency and union representatives during disciplinary processes;
  • Advises and drafts disciplinary letters and actions;
  • Analyzes, interprets, and enforces Personnel Rules and Regulations, collective bargaining agreements, and County policies related to terms and conditions of employment;
  • Consults with and provides advice, support and training for department managers/supervisors on labor relations matters such as performance management discipline, investigations, and contract grievances; may consult with private agencies, municipalities, state and federal agencies; and
  • Perform other duties as required.

 

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

Education/Experience:

Considerable (Personnel Analyst II) to extensive (Personnel Analyst III) experience in labor relations working for a large public or private employer which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills and abilities can be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services.

NECESSARY SPECIAL REQUIREMENTS:

  • Considerable experience performing labor relations responsibilities at a professional level including conducting investigations and handling appeals procedures related to discipline and contractual rights.
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • This position requires occasional travel to various work sites throughout Ventura County.  Therefore, incumbent must possess at the time of appointment, and maintain thereafter, a valid California driver license.
  • Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.
DESIRED: Experience working in a public sector civil service environment with multiple unions.
 
Knowledge, Skills, and Abilities

Thorough knowledge of: 
  • Analytical and investigative research techniques, methods, laws, and regulations related to discipline and alleged discrimination;
  • Principles and practices of unionized labor relations, wage and salary administrations, performance management, discipline, employee relations, and related laws/rulings;
  • Labor relations in a civil service, public sector, healthcare work environment and related rulings/laws, such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.;
 
Demonstrated ability to:
  • Maintain and develop the confidence and cooperation of County managers, employees, employee representatives and the public resulting in effective relationships;
  • Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups;
  • Communicate effective orally and in writing.
 
 Skill in:
  • Researching, analyzing, and interpreting various forms of data accurately;
  • Extracting and interpreting data from a large body of material;
  • Managing stressful or sensitive situations with tack to achieve resolutions;
  • Making sound decisions under pressure.
  • Intermediate to advanced proficiency in a variety of Microsoft Office suite applications, such as Word, Excel, and internet resources.

EXAMINATION PROCESS

SUPPLEMENTAL QUESTIONNAIRE - qualifying:  All applicants are required to complete and submit the questionnaire for this examination at the time of filing.  The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.  Failure to complete and submit the questionnaire may result in the application being removed from consideration.

APPLICATION EVALUATION - qualifying:  All applications will be reviewed to determine whether or not the stated requirements are met.  Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%: A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
