Director of Human Resources

Reports to: Vice President for Fiscal Services

Duties and Responsibilities:

Classification: Administrative I

Status: Full time, exempt

Length Of Employment: 12-month continuing position

Job Overview: The Director of Human Resources plans and administers policies relating to all phases of the Human Resources department. The Director is responsible for directing department functions while carrying out responsibilities in accordance with the College's policies and applicable state and federal laws. Responsibilities include overseeing interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; developing employee salary card; rewarding and disciplining employees; addressing complaints and resolving employee conflicts. The Director of Human Resources also acts as the College's Americans with Disabilities Act (ADA) Compliance and Affirmative Action Officer.

Duties and Responsibilities:

  • Manage Human Resources budget within fund allocation levels
  • Supervise the staff of the Human Resources department
  • Administration and maintenance of the college's wage and salary program
  • Identify legal requirements and government reporting regulations affecting Human Resources functions and ensures that CSC policies, procedures, and reporting are in compliance
  • Administration of employee benefits and services including health care programs, annuities, life insurance, disability insurance, leave management e.g., vacation, sick, FMLA, Military Leave, and other benefits
  • Consult with legal counsel as appropriate, or as directed by the executive team
  • Maintain employee professional development plans and programs; organize training sessions, workshops, and activities
  • Responsible for administering federal, state, and college employment policies and regulations
  • Supervise employee staffing process; including candidate recruiting, interviews, qualifications, and employee selections
  • Maintain content and relevance of new employee on-boarding activities
  • Oversee the employee complaint process; including general conduct, sexual harassment, and Title IX; advise management of appropriate disciplinary actions and resolutions
  • Maintain accurate written job descriptions with clear performance expectations
  • Perform periodic evaluations of benefit providers to ensure effective high quality programs
  • Process employee background clearances and I-9s (E-Verify)
  • Participate in workplace safety program compliance including accident reports, Worker's Compensation and Risk Management claims; represents the college at Worker's Compensation hearings as needed
  • Represent college at personnel-related hearings and investigations
  • Serve as mediator, counselor, and facilitator in arbitrating disputes between employees and their supervisors that may lead to disciplinary action including suspension or termination of duties
  • Coordinates or conducts exit interviews to determine reasons behind separations
  • Service as the Americans with Disabilities Act (ADA), Affirmative Action (AA), and Title IX compliance officer

Knowledge, Skills & Abilities:

Knowledge, Skills and Abilities:

  • Demonstrated success in all aspects of Human Resources management
  • Accounting, Excel, Word and working knowledge of MS Access
  • Strong interpersonal skills including: facilitation, counseling, and arbitration
  • Must be hands-on and capable of producing work with limited support staff
  • Strong working knowledge of federal and state employment regulations
  • Ability to effectively respond to and interact with all levels of faculty and staff
  • Critical thinking, innovative, flexibility in dealing with changing and ambiguous situations
  • Competencies include excellent presentation/facilitation, organizational, analytical, interpersonal and written/oral communication skills
  • Ability to work long hours and support overnight travel requirements as necessary
  • Demonstrated willingness and ability to act ethically and socially responsible

Education/Experience Required:

  • Master's degree preferred
  • Five (5) years related experience in Human Resources required; ten (10) years preferred 
  • Three (3) years supervisory or management experience required
  • Experience working within a higher education environment a plus
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) desired

Salary: Salaried, Commensurate with education and experience.
