Clinton Township Housing Commission Open Position (Open to the Public)
TITLE: Executive Director
REPORTS TO: Board of Commissioners
NATURE OF WORK: The Executive Director will have general supervision over the administration of the business affairs of the Clinton Township Housing Commission and will be charged with the management and direction of the housing site developed and operated by the Commission. The Executive Director shall be subject to the continuing direction of the Commission and subject to the policies and procedures established by the Commission. The Executive Director will have the ability to direct, supervise and coordinate both the activities and functions for the Commission and to maintain the confidence and credibility of the Commission and the residents. The Director will assist the Commission in establishing policies and procedures and will be responsible for their implementation. The Executive Director is responsible for determining all work procedures of the Commission employees and for supervising their performance. The Executive Director will serve at the needs of the Housing Commission.
GENERAL REQUIREMENTS: The Executive Director will have a general knowledge of federal, state and local legislation and of HUD regulations, policies and procedures relating to the administration of the Public Housing and Housing Choice Voucher programs. The Executive Director will have the ability to establish and maintain an effective working environment, have a broad knowledge of business principles and have a proven ability to work effectively with other employees, public officials and the general public.
DUTIES: Act as secretary to the Board of Commissioners. Draft, complete and sign all reports required by HUD and the commission. Ensure all reports are accurate and timely. Establish goals and objectives for Commission and ensure goals are objectives within five-year plan. Prepare, monitor and submit all financials of the Commission and its programs. Maintain and ensure accuracy of waiting list for all programs. Draft, update, request approval and implement all policies governing the operations of the Commission. Sign all checks of the Commission. Maintain good public relations with the various governmental agencies and other groups that maybe helpful in the development of housing and well-being of residents/participants. Employ all personnel, handle employee grievances and take necessary disciplinary actions when appropriate. Ensure all programs are in compliance with HUD regulations and requirements. Conduct inspections as required for all assisted units and property. Continuously seek means to improve the quality of living for all residents. Responsible for the maintenance of property. Meet regularly with staff to provide direction, training and general insight of the Commission’s plans. Maintain knowledge of new regulations and notices from governmental and regulatory agencies and implements to such in a timely manner. Host and attend monthly Board of Commissioners meeting and ensure meeting is held in compliance with all regulations.
QUALIFICATIONS: Bachelor’s degree in business administration or related field and five years of progressively responsible experience in Public Housing administration; or an equivalent combination of training and experience. Public Housing Managers (PHM) Certification must be obtained within six months of hire from an accredited agency. Valid driver’s license. Successful completion of background check which includes drug screening. For purpose of Employment Standards, this classification is “Exempt” from the overtime provision of the Fair Labor Standards Act.
