Collection Systems Engineering Coordinator
Under direction of the Collection Systems Engineering and Operations Manager, assists in the development and management of collection systems engineering activities within the Environmental Services Division of Public Works.
DISTINGUISHING CHARACTERISTICS:
The employee assists with the development, implementation, and maintenance of engineering plans, programs, and projects relating to the wastewater and stormwater collection systems within the City of Superior.
TYPICAL TASKS:
* Perform engineering work relating to the wastewater and stormwater collection systems under the direction of the Collection Systems Engineering and Operations Manager. * Work includes the development and evolution of collection system plans, projects and programs.
* Assist in determination of collection system engineering priorities. Determine plan and program measures, track progress, and report on status.
* Coordinate paraprofessional engineering, sub-professional engineering, and related technical work of the Environmental Services Collection Systems, including surveying, design, inspection, construction project oversight, GIS mapping, sewer locates, flow monitoring and modeling, and environmental regulatory compliance.
* Work with the Contract Analyst to maintain compliance with the City's contractor bidding and selection process. Assist with the administration of contracts and construction projects, preparation of specifications and bid/proposal documents, bid/proposal procedures, and contracts for performance of professional engineering services.
* Assist with the development and implementation of minimum standards for sewer collection system projects include underground piping, road pavement and sidewalk construction, with standards based upon applicable codes and engineering principles.
* Prepare budget estimates for plan, program, and project costs.
* Review plans and specifications from developers, consultants, and contractors for conformance to applicable standards and specifications.
* Establish quality control manuals and standard operating procedures. Update policy and procedure manuals, administrative and operational manuals, and project design manuals.
* Maintain records in a neat and organized manner and make reports of all phases of engineering and related technical activities as needed.
* Manage and update documentation for the City's Capacity, Management, Operations and Management (CMOM) program.
* Assemble and report data to appropriate state and federal agencies.
* Inspect and assist in the maintenance of equipment associated with surveying, safety, flow monitoring, and other functions.
* Establish inventory control and tracking, gather product information, and order and obtain materials and supplies as needed.
* Prepare databases, spreadsheets, and GIS mapping.
* Assist Environmental Services Collection Systems Engineering and Operations Manager in establishing operating policies and procedures.
* Investigate and resolve citizen complaints and issues.
* Respond to on-call needs on a 24-hour emergency basis.
* Keep abreast of professional developments in the field by attending designated conferences and meetings and reviewing technical journals.
* Assist Collection Systems Maintenance and Repair staff as required.
* Provide administrative assistance to the Environmental Services Director and Managers as required.
* Perform other tasks as assigned.

Knowledge:
Thorough knowledge of:
* Collection system engineering principles and practices.
* Wastewater and stormwater collection system operations and maintenance
* Wastewater and stormwater regulation and permitting.
* Project management.
* Technical writing and the development of standards, manuals, and standard operating procedures
* Staff development and training.
* Computer applications, including word processing, spreadsheets and database systems.
* AutoCAD Civil 3D drafting.
Working knowledge of:

Some Knowledge of:
* Computer-based flow modeling and urban stormwater quality software (HydroCAD, WinSLAMM, P8 or similar).
Ability to:
* Develop and implement collection system engineering plans, programs and projects.
* Provide oversight and review of plans and programs.
* Understand and apply state and federal regulations applying to proper operation and maintenance of wastewater and stormwater collection systems.
* File reports and applications with federal and state agencies.
* Draft budgets, reports, policies, procedures, specifications, scopes of work, needs assessments, and recommendations to management.
* Plan and organize training and staff development.
* Maintain effective working relationships.
* Safely lift 35 pounds to overhead level. Lift and carry equipment weighing 60 pounds. Remove and replace manhole covers, weighing approximately 120 pounds, with the use of a manhole pick.
Requirements/Special Requirements
* Training and experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be:
* Graduation from a recognized four-year college or university with a bachelor's degree in engineering or a related discipline, and four years of experience in a related field. An advanced degree or professional certification (i.e. PMP certification) may be accepted in lieu of experience.
* Previous technical writing sample(s) may be requested from qualified candidates prior to any interview(s).
Starting Wage Range: Approximately $30.01 - $32.51, depending on related qualifications and experience of candidate.
Work schedule: Monday-Friday, 8:00 am - 4:30 pm (40 hours/week or as needed otherwise)
