Description
The City of Richmond Department of Public Utilities is seeking a qualified candidate to fill the position of Deputy Director, Senior for Financial Operations. The successful candidate will provides assistance to the Director in setting the strategic direction and ensures implementation of the Mayor's and City Council goals, policies, and performance expectations. The incumbent will make interpretive decisions on behalf of the department regarding the means for executing the goals established by the Director.
Duties include but are not limited to
- Setting and monitoring key division performance metrics by organizing and leading process improvement teams;
- Establishing the strategic direction of the division and ensuring its alignment with the strategic direction of DPU;
- Overseeing the Department's Operations and Maintenance (O&M) and Capital Improvement Plan (CIP) budgets;
- Initiating or participating in the design and implementation of major projects;
- Managing the general accounting team;
- Managing cash flow; procurement and costing of natural gas commodity;
- Managing the internal information and technology teams;
- Coordinating the department interactions with internal audit;
- Serving as the department's interface with the City's Finance, Budget and Procurement departments and represents the department in all financial matters with other City departments;
- Managing the internal payroll team;
- Leading or attending routine and special meetings;
- Representing DPU before City Council, regarding the budget and pricing;
- Serving as the Director's designee for disciplinary matters and Personnel Board hearings.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS AND ABILITIES
The selected incumbent must have extensive knowledge in Federal, states, and local laws, rules, regulations, codes, and statutes related to accounting practices; extensive knowledge in government finance and budgeting practices, government administration and legislative processes. Extensive knowledge of general ledger accounting. Strong knowledge of policy development, project management and some knowledge of an oracle based electronic software applications. The selected incumbent must possess extensive skills in working strategically and collaboratively across multiple agencies, anticipating future needs and assessing operational concerns, and providing strategic oversight. The selected incumbent must possess extensive abilities to strongly communicate written and verbally. A strong ability to self-manage, make decisions, adaptable to change, lead and to problem solve.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in public administration or field directly related to assignment
- Eight years of progressively responsible related experience that includes significant management and supervisory experience
- Some departments may prefer a Master's Degree in a field directly related to the assignment
- Some positions may have additional specialized requirements
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS
- Certified Public Accountant
- 8 + Years of progressive management experience in accounting and finance experience in a utility environment
