General Description
Under the direction of the assigned Manager, is responsible for maintaining the sanitary sewer collection system infrastructure including assessing the condition of the sanitary sewer collection system, identifying problems and determining appropriate corrective actions, and operating specialized equipment to clean and repair sanitary sewers and manholes.
Duties & Responsibilities
ESSENTIAL JOB FUNCTIONS:
Assures that all sanitary sewer collection and pumping facilities are properly and continuously maintained in accordance with EPA Capacity, Management, Operations and Maintenance (CMOM) guidelines.
Works with the Sewer Collection System Maintenance Chief and assigned Manager to provide input on the development and implementation of a strategic plan to address infrastructure maintenance and replacement.
Performs inspections, documents deficiencies and reports information regarding condition of sewer lines and manholes.
Works with others to maintain the sewer collection system and troubleshoots system problems to determine the best course of action for repair.
Supports detailed record keeping of all maintenance related activities within the collection system.
Operates equipment including but not limited to high pressure sewer cleaner vac-truck and various attachments, cranes, hoists, televising inspection system & fork lift.
Cuts and removes roots and other debris from sewer mains using specialized equipment.
Uses and maintains safety equipment and personal protective equipment (PPE).
Assists personnel checking and maintaining sewage lift stations and collections systems.
Utilizes a computer and required software to store, view, and analyze video and other information.
Performs confined space entries. Works in confined spaces such as manholes and pump stations, in accordance with OSHA standards and City policies.
Provides input into customer-focused communications to minimize the impact of service interruptions/problems on customers.
Interfaces with public and performs tasks to resolve customer service requests, inquiries and complaints in a courteous, effective and timely manner.
OTHER RELATED DUTIES:
May be called upon at night, weekends and holidays to assist crews during an emergency response.
Utilizes hand-held digital data collection tools, computers, or paper forms to document operational status, maintenance requirements and to initiate and complete work orders.
Participates actively in the NPU occupational health and safety program and promotes safe practices for all NPU workers.
Contributes to overall NPU effectiveness by participating on department-wide employee committees.
Participates in learning and development of industry technologies through seminars, classroom or hands-on training.
Qualifications
A high school diploma or G.E.D.
Knowledge, Skills and Abilities
Ability to obtain and maintain a Grade II New England Water Environment Association (NEWEA) Wastewater Collection System Operator License within one year of employment.
Ability to obtain Pipeline Assessment Certification (PACP) through the National Association of Sewer Service Companies (NASSCO) within two years of employment.
Capacity to learn and comprehend the U.S. EPA’s CMOM and National Pollutant Discharge Elimination System (NPDES) regulations.
Basic understanding of the tools, methods, materials, and equipment associated with construction, maintenance and repair of sewer lines in compliance with standard industry practice.
Ability to work independently with minimal supervision, organizes and manages efficient use of time, multitasks on a variety of projects, and possesses strong attention to detail.
Ability to read, understand and explain wastewater safety and public health codes.
Demonstrates aptitude for learning and keeping up-to-date with rapidly changing technical information.
Ability to assist staff or take calls as needed during emergencies or to troubleshoot operational problems.
Basic understanding of workflow processes, process improvement techniques and quality management practices.
Ability to establish and maintain effective work relationships with customers, suppliers, relevant external contacts and NPU employees at all levels.
Demonstrates willingness to seek innovative solutions to customer and operational issues.
Demonstrates ability to operate within established policies, practices, and regulations.
Ability to operate personal computers and software, with minimal clerical support.
Ability to instill confidence by responding to the customers and fellow employees in a prompt, respectful, courteous, and informative manner.
Ability to work in adverse weather conditions.
Ability to handle customer concerns calmly and effectively.
Ability to operate a motor vehicle and maintain a valid CT driver’s license.
Must have and maintain a State of CT Class B CDL license with airbrake and tank endorsement or have the ability to obtain said license within one year of employment.
