Building Inspector - Plans Examiner
The City of Liberty Lake is seeking qualified applicants to serve as the Building Inspector - Plans Examiner in the Planning and Engineering Department.
The Building Inspector/Plans Examiner performs plan reviews and inspection of commercial, multifamily dwelling units, and single-family residences in the process of construction, alteration or repair for compliance with code requirements and the other regulations. The position enforces land use, building, mechanical, plumbing and energy codes, and provides public information and referral.
RESPONSIBILITIES & DUTIES:

A. Review commercial and residential projects for compliance with building codes, city ordinances and state and Federal laws. This requires checking building plans for compliance with plat conditions, fire and engineering access standards, land use standard (including steep slope, sensitive land, lot coverage, watercourses, setbacks and height), structural integrity, fire safety and site drainage.
B. Inspect all work authorized by permit including commercial and single-family residences to assure conformity to approved plans an applicable ordinances, codes, laws and procedures.
C. Accept application and perform required legal notification, review for code and standards conformance. Coordinate technical review and serve as City liaison to citizens on building related matters.
D. Issue “Stop Work” orders and “Unsafe for Occupation” notices.
E. Ensure compliance with plat requirements on building permit applications.
F. Receive complaints/inquiries from citizens relate to construction conditions or activities in the community. Gather all pertinent data, evaluate the facts of the situation and communicate findings to Director.
G. Perform site audit or further evaluation for complaints not resolvable.
H. Maintain current, accurate and complete records.
I. Analyze and diagnose building issues as well as read and interpret codes, regulations, standard, plans and spec, legal description, and various governmental documents.
J. Conduct pre-application and pre-construction meeting with applicants.
K. Keeps the Director of Planning/Engineering apprised of upcoming and new code requirements.
L. Answer telephones for the building department section.
M. Meet with Architects, Engineers, contractors and the general public, concerning requirements and questions relating to building within the City of Liberty Lake.
N. Accept and review for completeness, plans, specifications and applications for construction.
O. Review plans, specifications and material data for compliance with adopted laws, codes and standards of the City, State and Federal government.
P. Approve plans, documents and specifications and prepare permits for issuance.
Q. Determine permit fees based on the fee schedule adopted by the City of Liberty Lake. 9.) Inspect all construction for compliance with City, State and Federal laws, codes and standards as they pertain to structural, mechanical, plumbing, fire and life safety and accessibility.
R. Issue documents allowing for the occupation of structures and spaces within buildings for the intended use, after determining that the proposed use is in compliance with all laws, codes and standards adopted by the City, State and Federal entities.
S. Look for construction projects not permitted by the City and gain compliance by contacting parties involved with project.
T. Attend meetings with other jurisdictions, to obtain continuity and agreement on all requirements.
U. Continual study and research to stay current with certifications and to stay abreast of new products and services.
V. Assist in the drafting of new ordinances for the adoption of the most current required laws, codes and standards.
W. The Building Inspector-Plans Examiner is expected to perform all duties and responsibilities as described, in a professional and appropriate manner that is reflective of the Mission, Vision and Values of The City of Liberty Lake. In addition to these expectations, other duties and responsibilities may be assigned.

A combination or accumulation of applicable work-related experience and/or education may be recognized as sufficiently meeting the pre-requisites outlined below.]
A. Two (2) years’ experience in municipal government as a building inspector and plans examiner.
B. Working knowledge and Experience in the areas of construction practices, codes, and land use planning concepts.
C. Working knowledge and Experience interpreting regional/public zoning, municipal and administrative codes and public information process.
A. An ICBO certification as a building inspector and plans examiner.
B. Certification in plumbing, and mechanical required within the first year of employment.
C. Must have or be able to obtain a valid State Driver’s License.
