The Administrative Secretary II provides clerical and staff assistance for the Electric Operations Manager and is the primary support person for department staff with the ability to perform advanced administrative duties. This position is required to perform specialized tasks unique to the Hagerstown Light Department and tasks which are highly confidential and require extreme discretion. Must be able to work independently, manage tasks, and maintain deadlines.
Qualifications: Associates Degree in business administration, computer science, accounting or related field preferred. A combination of experience and education may be considered. A minimum of four (4) years progressive experience in government or business. Knowledge of administrative duties to include familiarity with a variety of word processing, spreadsheet, database and specialized software packages, various filing systems and overall office management.
Essential Functions: Duties may include, but are not limited to: Assists departmental staff by performing clerical, administrative, and accounting duties, including but not limited to maintaining schedules, screening calls, customer interaction, mail distribution, record and file maintenance, telephone reception, invoice processing, and correspondence. Proficiently able to maintain accounting records as described in Federal Regulation Title 18, Chapter I, Subchapter C, Part 101 pursuant to the provisions of the Federal Power Act for Public Electric Utilities. Which includes a general understanding of electric utility construction practices and procedures. Responsible for the preparation, submissions, receipt, and review of bids, providing purchase recommendations and requisitioning of stock materials at the directive of engineering staff and assists in maintaining department inventories, records, either manually or through automation. Responsible for invoice preparation and receipt pertaining to asset damage reimbursements, pole attachments, electric service agreements, rents, etc. Competently track regulatory agencies reporting and payment schedules. Compiles data and prepares reports and correspondence for various governmental and regulatory agencies, elected officials, staff, and the public. Promptly resolves customer issues and requests in a courteous and professional manner. Responsible for personnel reports, records, accident claim filings, payroll support, purchasing, and serves as point of contact for other City departments. May serve as support to a citizen board or commission and be responsible for taking and transcribing minutes of meetings. Provides input and assistance for software upgrade and implementation. Administer the department's petty cash fund. Responsible for maintaining an accurate and up-to-date filing system of various administrative records. Performs necessary copying, typing, etc., for staff when required. Assist in departmental budget preparation and submission. May be required to perform after-hours assistance; perform other job related duties as required.
