Performs difficult advanced technical and technical work supervising the construction, operation and maintenance of the utility¡¦s water and electrical distribution systems, creating and maintaining applicable files, records and reports, coordinating communication on behalf of the program, and related work as apparent or assigned. Work is performed under the general direction of the General Manager. Continuous supervision is exercised over electric and water distribution staff.

Essential Functions:
* Oversees and maintains city electric and water distribution systems; monitors system load and SCADA; assists with planning power schedules and purchasing; assists with developing budgets.
* Assigns work for distribution staff; approves overtime, leave and purchases.
* Consults with engineers to assist with planning system improvements and capital projects.
* Writes high voltage switching instructions; creates safe working procedures; plans for integration with new facilities.
* Verifies work progress.
* Checks and creates specifications for equipment and material purchases; consults with vendors and factory representatives.
* Coordinates customer interactions; answers questions and provides information.
* Oversees safety training and implementation of program guidelines.
* Conducts building maintenance.
* Prepares for and attends various system related meetings, conferences, committees and presentations.
* All other duties as assigned.

Knowledge, Skills and Abilities:
Comprehensive knowledge of the techniques, materials and equipment used in the construction, maintenance and repair of electrical distribution systems; comprehensive knowledge of the hazards connected with water and electrical work and the necessary safety precautions; comprehensive knowledge of the layout of the existing distribution network; ability to effectively supervise the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to analyze service problems and participate effectively in solving them; ability to operate trucks and construction equipment; ability to operate standard office equipment and related hardware and software; ability to learn specialized software, systems or equipment related to business need; ability to generate applicable records, reports and files; ability to operate standard tools of the trade; ability to establish and maintain effective working relationships with industry professionals, vendors and contractors, associates and the general public.

Education and Experience:
Associates/Technical degree and extensive experience working in a municipal electric or water utility, or equivalent combination of education and experience.

Physical Requirements:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting;
work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements:
* Lineworker's certificate.
* Applicable position, department, organization and professional training will be provided and must be completed upon hire and on an ongoing basis.
* Valid commercial driver's license in the State of Minnesota.
